I concur that it is a good idea to look ahead to the need to expose your services as Web Services, especially with a diverse and complicated architecture and organization like you've described.
Gene, what are your other departments doing as far as Web Services go? Maybe you can get them to do the work for you! Have you or anyone else here checked out the new XML pack? http://java.sun.com/xml/downloads/javaxmlpack.html, btw? You might want to try out what they've got, although it is EA. I would try out the JAXM stuff first though, as it seems to be better evolved than the JAX-RPC stuff, and therefore might be "safer", meaning less chance to have to refactor code later.
