The question needs clarification:

if you mean a tool, like the one coming with Sun RI, that allows you
to write the deployment descriptors and to package the beans, the
answer is no (well, at least i am working with WLS6.1 since one month
and i was not able to find in the docs some reference to a similar
tool).
As far as i remember, the last WLS version that have a tool like that
was WLS5.1

if you mean a tool that allows you JUST to deploy your beans (that are
already packaged with descriptors etc), then you can use the WLS
Console.
