Yes most of the time. If it will cost you too much development effort. and unless you want certain other features like relation ships etc which cannot be managed by procedures. You can have the mixture of the two also. Say convert some procedures to Ejbs. Another example may be you are trying to read certain fields again-2 and you dont want to hit the database every time. If you using SPs then you will have to call SPs every time.
