        my 2 cents:

1 - check this website for j2ee development http://www.theserverside.com , u will
    find design pattern etc..
2 - ant, in the Build phase . http://jakarta.apache.org/ant
3 - struts, for the web end   http://jakarta.apache.org/struts
4 - EJBGen, for the EJB side, (if u need it)  http://beust.com/cedric/ejbgen/
5 - THis is a useful JDBC utility, if u need JDBC, 
http://www.javaworld.com/javaworld/jw-05-2002/jw-0524-sql.html
6 - of course, a Web server with EJBcontainer, servlet container etc...it can
    be bea's weblogic, jboss or something else, choice is up to u

7 - JavaWorld has good articles on J2EE development http://www.javaworld.com
8 - This is also a good website http://www.onjava.com/


This can help you in building a website in a short time, provided
that your guys have enough java experience. 
Of course, this is for 'pleasing' the business, but as others say
you cannot expect much in the short amount of time that u have....
