There are a whole host of document and content managment systems, Documentum being just one who apear to be buying up the market with recent aquasitions of BullDog and eRoom. But others exist still, like Artesia or AssetHouse (when we start at the beginning of the alphabet ;-)). Some of the portal players like the plumb trees of the world also fit with this kind of solution. The question is always going to come down to money. How much are you going to pay for an Asset/Document/Content management system and how much of the functionality are you going to use?
If it is simply a web accessed file store is there need to spend so much money on it. The struts framework has helper classes that will upload files. There is an Apache project in their SandBox environment at present that also does this.
