Only alternative I can think of is Database with the kind of requirements you have.

As I see it, there are three methods of doing it, (a) thru <env-entry> elements in the DDs, (2) thru resource bundles or (3) -Dproperty=value parameters passed to the command line. Since these parameters are very dynamic, I would like to be able change the values easily without unpacking and repacking the ear like in option #1 and #2 above. But some application servers may not expose the java startup script, so #3 may not be possible in some cases? Any thoughts?
