I have the same problem of image not scaling with Labtec Pro. It uses gspca too, however, the driver reports \"minw 176 minh 144\" (ie it knows that QCIF is not supported so the problem is not here in this case). This is with 2.0.9 version of Ekiga on 2.6.20-1.2933.fc6 kernel.
