No joy - doesn't change behaviour.
For reference, I altered ekigaconf at
c:\Users\dave\AppData\Roaming\ekiga.conf
It is correct, I have added it as example

I could tell Ekiga was writing to this file by the date modified timestamp of
the file changing concurrently with the running of Ekiga.

attempt to locally preview video):

This is on a Dell E4310, running Windows 7 Enterprise 64 bit. It has Intel HD
integrated graphics. I am using the integrated webcam in this case.
I have another laptop here with an nVidia GPU, I'll see if it's any different.
