Did you check codecs compatibility. I've got some trouble when not using H261.
Have a look at http://support.polycom.com/PolycomService/support/us/support/documentation/video_test_numbers.html to test H323 protocol.
http://www.videocentric.co.uk/support/test-dial.shtml is also helpful.

And I get voice but no video on my system or the polycom system.

Any ideas?
