Re: 1., both SLURM and Grid Engine are performant and well-known batch-queueing systems; there are mailing lists and a number of introductory pages written by various computing centres. I understand that Google Genomics recommends using Grid Engine since some bioinformatics software comes with Grid Engine support "out of the box". Re: 2., the general answer is that it depends on the application and the scheduler.
