Yes, ElastiCluster does automatically provision and configure a cluster with SLURM (or other systems, see list at [1]): after you've done the initial configuration, you should be able to get a fully-functional SLURM cluster on EC2/GCE/OpenStack/etc. with a single command. You can read installation instructions at http://elasticluster.readthedocs.io/en/latest/install.html ; some example configs are available at https://github.com/gc3-uzh-ch/elasticluster/tree/master/examples and http://gc3-uzh-ch.github.io/elasticluster/ . It might still take a bit in order to assemble a working configuration but feel free to ask if you have any questions :-).
