1st the jar is not enough. There are other dependencies. That's why I said that you should just add the library to your maven project. Much easier in my opinion then trying to deal with paths.
That said, under /home/kumar/Downloads you should create a analysis-icu dir and put in it all JARS available within the plugin zip file.
