It truns out the problem was caused by mix of nodes during our rolling upgrade. So when cluster with nodes from 1.3.6 & 1.4.5 will face the problem I mentioned below. Once all nodes are upgraded to 1.4.5, marvel issue went away. Useful to know while upgrade :)
