Start checking at each part back toward where you do have 13 vdc. Suddenly, you'll have the bad connection 'bracketed' - no 13 v on one side and 13 v present on the other side.
You may have a badly tinned toroid lead. They can be hard to spot at times (the lead will look soldered, but there's actually still a thin layer of enamel between the wire and the solder in the hole.
