Hello all, Don Brown is right. I had the same problem, and it turned out Q9 was extremely weak - even though the E B C voltages measured fine. The Scott at Elecraft said to use a 2N2222 in its place 'til the replacement parts arrived. I did and it worked like a champ.
The guys at Elecraft are great.
