Did you check the other bands or only 80 meters? If not try the others. I had the same problem on 80 and 40 meters and I cheched the rest and they were below 8 volts. I then adjusted L30 on the (i think 17 meters) that was below 8 volts and I could see the voltage change on R30. I continued to adjust L30 for a lower voltage on 17meters. I switched back to 80/40 and finally it went below 8 volts. The voltage on R30 will stay at 8 volts until you reach a point and it will lower. Just switch back and forth until you see it change.
