In my case, it's because I'm reading the reflector online, via the archives, so I have to paste in the text I'm quoting manually. The same would apply to those who receive the digests. Quoting an entire digest when replying to a post is extremely embarrassing, and I expect that a lot of people who get the digests turn off the quoting option to avoid doing it accidentally.
