Hi Ross- The SA612 is identified as an alternate for the SA602 in the manual (see Page 3 of Appendix A, Control Board).
I believe there are eleven I.C.s in 8-pin DIP packages. They are all listed in the parts list. Perhaps you can identify that blank one by a process of elimination if it's the only one unmarked. You are likely right about (b). Suggest a note to support at elecraft dot com about the issue. They should be aware of any un-marked parts going out by mistake anyway.
