First, I assume you meant "K3", not "K2" -- I assume what you are doing is just going into the CONFIG menu, finding the KBPF3 item, and turning the knob between "NOR" and "NOT INST", and seeing no difference. This is normal behavior, because you are not actually changing anything.
You have to POWER DOWN the K3 and then power it back on for the change to take effect. Tune in a SWBC station on, say, 31 meters, and perform this test turning the K3 off between setting changes. You'll see having the KBPF3 in-circuit makes a difference of several S units.
