G'morning John: The number displayed when one adjusts the PWR knob is a COMMANDED power level. If the K3 has been calibrated using the procedures in the manual, then the power out will be what is commanded, assuming a 50 ohm resistive load.
My K3 commands powers between 8.5 and about 13 with no problem.
