A couple of points: 7040 has been used as the QRP frequency CW in the USA, but elsewhere in the world it has always been 7030. The ARRL new plan is an attempt to bring the USA into conformity.
40m bandplans changed last year with the increased allocation in Region 1 after the broadcasters moved away. 7000-7040 is now CW only, PSK is allowed above 7040 and SSB (Region 1) above 7050.
