Almost. See "MEM 0-9" in the configuration section on page 57 of the D-7 version of the K3 Owner's manual. After you set these up, you can press M->V and then one of the number keys to navigate to the last-used frequency on a particular band.
You may find the K3 Frequency Memory Editor a convenient way to set up these and other memories and save the settings into a file so you can restore them if you accidentally erase a memory.
