It's more complicated than that. The M1-4 buttons have no separate 
"hold" function when they are used as CW (and I assume DVR) memories - 
more precisely, HOLDing one of them puts it in auto-repeat, at least in 
CW/DATA (I don't know about the DVR - voice modes are a mystery to me).

However, when they are used to store macros, TAP and HOLD are 
independent (i.e. you can store two different macros in one key). I seem 
to recall that if you only store one of the two in a given key (tap and 
hold), tapping and holding both execute the same macro.

What this means is that you can use any one of these keys to store 
either a single memory message or two macros, but you cannot use a key 
to store both a memory message (tap) and a macro (hold). You can mix and 
match between keys, e.g. M1 contains two macros (tap & hold), M2 
contains a CW message, M3 contains two more macros, etc.
