Ed, It is not electrically necessary to solder the clips on the potentiometers, but is highly recommended. Soldering those to the board will provide additional mechanical stability to the controls.
The round pad normally designates the pin 1 position (and it is easy to overlook soldering it). In the case of connectors, there is no identifying "pin 1", so just solder it in place, it is bi-directional. The same is not true for ICs.
