They also have the 4-second key-closed, 1-second key-open markings
to help manually send the signals that trigger the auto alarm in

I would guess not.  Such clocks with U.S. Maritime Commission
markings in working condition routinely sell for about $400.  
"Upgrading" the works would impact the collector value adversely,
so that becomes part of the cost.
