Don may weigh in here, but as I recall this part is looking for shorts and wrong orientation of chip in socket. Check very carefully and triple check that U6 U8 U1 are properly oriented. That ok, you do not indicate shorts to ground by those values. My guess is then that you are OK and should move on.
