No bug - that is the way it is.
If you check the firmware release notes for MCU 4.03 you will find it 
stated that you cannot use shift while QRQ is active.  Yes, it does not 
explicitly say that the shift is locked to the passband center.

In firmware MCU 4.22 release notes, you will find APF.  It says when APF 
is turned on, the regular SHIFT is frozen, and the SHIFT control is then 
used to control the APF (but not the IF SHIFT).
