Bill, No bug - that is the way it is. If you check the firmware release notes for MCU 4.03 you will find it stated that you cannot use shift while QRQ is active. Yes, it does not explicitly say that the shift is locked to the passband center.
In firmware MCU 4.22 release notes, you will find APF.
