I see similar behavior on my Win XP Pro machine when attempting to select some (but not all) invalid COM ports. I've never seen it happen when selecting a valid port, that is, one that has a K3 connected. Although it's annoying, I doubt there is much that can be done about it. Serial ports are black magic.
