Robert, Those conditions are often an indicator of damaged diodes in the KPA100 wattmeter (D16 and D17). To make further checks, add an external wattmeter between the KPA100 and the dummy load. Set the requested power for 20 watts, then in CW mode, tap the key. What is the power output? If it goes to full power (over 100 watts), then you have confirmed that the power control mechanism in the K2 has a problem - the most likely is damaged diodes (but there can be other damaged components that produce similar results).
