When you band switch, you should start on the last-used frequency (and mode) on that band. Try punching in 28.0 using the direct frequency entry buttons, then press band up and band down and see if you don't land on 28. I just tried this with success.
Also, turn K3 power off by pressing the K3's POWER button rather than removing power some other way. When you press the K3 POWER button to turn it off, the K3 saves current information (like the last-used frequency on each band) in non-volatile memory and this will be restored when you power up again. After the K3's power-down you can then remove the power supply voltage.
