There is no transmit audio level to adjust in direct FSK mode. The tone pair makes no difference, it is only a matter of your personal preference of the tones you prefer to hear while monitoring your transmission, or listening to the other station's signals.
I suspect the problem is that you were running 75 bps (100 WPM) rather than 45 bps (60 WPM). The other stations were probably running 45 bps and couldn't copy you. They said, "Your transmit audio is too high" but they meant, "Your signals are strong but we can't copy you."
