Yes. This is SOP for HFpack. RG174 makes a good counterpoise, although I've had good luck with that same #26 wire, too. I've had no trouble making 2000-mile-plus CW contacts on 20 m running 2 W into a 4' Mizuho loaded whip, dragging a 13' counterpoise.
