Jake, It certainly sounds like your headphone jack has broken that little plastic lever inside its package. Unfortunately, there is not a higher quality replacement. Elecraft has tried to encourage the manufacturer to make it more reliable, but to no avail.
The only 'proper' fix is to replace the jack. You could short across the switch and make the speaker work, but it will stay on when you insert the headphones (unless you put a plug in the external speaker jack).
