I have often tripped myself up using CocoaModem by messing up one of these three settings in the PSK Configuration panel: (1) Forgetting to set "State" to "Active" (2) being set to the wrong sideband (will depend on how you've wired the cable from soundcard to computer) and (3) forgetting to set "Input" device correctly (it will default to Built-in Microphone" and needs to be set to your particular device). Maybe one of these has tripped you up (?).
