Mark, The real answer is YES.
Measure your actual power when the power request is set to 5 watts - if it is really 12 watts or more, then that is an indication that the power control is not working, and the KPA100 wattmeter diodes are the first suspects. 380 ohms is much lower than normal, but that depends a lot on your ohmmeter.
