There are CW nets, voice nets, and digital nets in NavyMARS. The frequency plan, at least for NavyMARS, deals with carrier shift in a very similar manner to the new 60m FCC plan. Carrier frequencies are listed on the frequency plan and the operators are expected to understand which way to shift for the appropriate mode and type of net. It's not that big of a deal once you get used to it.
