The P3 is usable without the mod but it increases the sensitivity of the P3 display. On the low bands you probably won't notice any difference but if you do much 10 or 6 meter operating you probably want to make sure the modification has been done.
I'm not sure of the serial number of the changeover, but the web site says "RF board Rev H3 and later" have the new resistor value.
