I suggest you use the N6KR method to set the 4 MHz reference oscillator. Refer to my website www.w3fpr.com article on K2 Dial Calibration. Note that the actual frequency may not be at 4 MHz.
You may use any AM station that has a known carrier frequency rather than WWV.
