Yes, I can assure you that range is not enough, and also I can say that 
the high frequency is too low.
It would seem you have too much capacity in the circuit, or the DAC 
voltage is not going high enough.

The first thing you should measure is the voltage at RF Board U6 pin 1 
while in CAL FCTR - the voltage should be near 8 volts when you tap the 
BAND+ button and drop to near zero volts when you tap the BAND- button.
If that is not the case, let us know and we can trace it to the source 
of the problem.

If the above check passes, then check the values of C84 and C85 (both 
should be 120pF - marked 121)  And be certain you used the correct 
varactors at D16 (MV209) and D17 (1SV149) - D17 should be much thinner 
than D16 when you look straight down at the board.  Be certain D18 is 
oriented correctly.

Check the soldering too - re-flow the soldering with a hot (750 deg F) 
iron.  Refer to sheet 1 of the RF Board schematic to identify the 
components involved.  They are at the left side of the diagram to the 
left of TP3 and as far down as the schematic of the Thermistor Board.
