Yes, unfortunately it is all too common for manufacturers to limit distribution of their products between countries. The usual purpose of this is to allow local distributors to make a higher profit with excessive markups. From reports I've received, that also seems to be the case with distribution of Fair-Rite products in the UK, and may also be true in EU.
