Actually I believe that has been under discussion in the contest community for quite a long time. Just like the DX pileup where you are supposed to copy your signal report for a "good" contact, the same is supposed to be used in contests. Since it is always 599, I agree, it should be removed as part of the exchange in both contests and DXing but I do believe the powers that be that run the various contests and DX awards are stuck in the past and think it should always be a requirement. Nostalgia is such a wonderful thing.
