Mike, The lowest power that can be displayed is 0.100 watt. I would not expect power levels below that to be consistent - there is a certain level below which the power level cannot be accurately controlled (it takes a little voltage into the sensing circuits to make the power control smooth.
If you are interested in milliwatting with the K2, you will find some helpful information in an old document by Wayne Burdick that can be found at http://www.elecraft.com/Apps/milliwatting_with_the_k2.htm. Note that the referenced document refers only to RF Board D9 as the power sensing device.
