As described in the manual, the 20 meter output power level to be 0.3 to 0.6 watts below the 40 meter output, if the output filter is working correctly. I suppose one might tinker with the inductors to get the same output on 20 that you get on 40, but if so you'll have compromised the harmonic rejection of the output filters.
