Elecraft Tech Support answed my email very promptly (Easter Sunday!). He suggested I pull the front panel and check pins and seating.
My results: I installed the KPA3 and problem came back. I then pulled front panel. When I loosened the screws the right side moved out a tad. That indicated to me incomplete seating. I pulled the front panel completely and very carefully reinstalled and made sure of pin alignment (no bent pins) and seating. It was a better fit for the screws (top / bottom corners). I completely assembled the K3 (covers) and retested. It now functions as it should. I could now set KPA3 to normal. I completed the transmitter gain calibrations (5 & 50 watt). All is well. Thanks.
