Hi Joe: My HOA had to add an addendum to it's rules to accommodate the use of a dish up to 1 meter in diameter, per the FCC ruling. Prior to that, the rules only "permitted" a dish up to 18" in diameter. Federal law will always pre-empt state or local laws, including CC&Rs.
