well I went and measured it.

Max time for RF carrier to zero  after asserting TxInh  (TxInh Hi)  was just 
under 10ms
minimum time was about 8ms.

So since I was set up to measure things, I measured the time for carrier to 
decay (in Data
mode) after removing PTT and got pretty much the same times.
