John, What are your filter settings?
The default filter settings in DATA A are Fc = 1500 Hz, width = 500 Hz. The JT65 "sub-band" is 2 kHz wide, centered at 1270 Hz, so with the default DATA A filter setting you will only be able to copy a small fraction of the sub-band and therefore only a small fraction of the signals that are on at any time.
