A 400 Hz difference is way off! 

Method-2 works, no problem. I set mine months ago and it is still
within a few Hz of WWV. Make sure you are doing the zero beating with
the RIT off. 

FWIW, my ref osc is at 49.379.918. (Not sure how much that figure
might vary from unit to unit...)
