Your RADIO ONE TYPE line is missing its equal sign. Try adding it. Likewise for the BAUD RATE line.
Alternatively, you might want to try a different radio type. I have had good luck with RADIO ONE TYPE = K2 RADIO ONE BAUD RATE = 4800 RADIO ONE CONTROL PORT = SERIAL 1 KEYER RADIO ONE OUTPUT PORT = SERIAL 1 but I always use DOS 6.22, never Windows. My frequency changes (number, enter) occur immediately but band changes (ALT-V or ALT-B) can take a second or two.
