The KPA100 was designed as an integral part of the K2, not as a "stand alone" amplifier. It requires communications with the K2 controller to work.
Among other things, keeping the KPA100 an integral part of the K2 eliminates the need for separate FCC certification. What seems to have confused the issue is that some Elecraft owners developed a way to mount the KPA100 in a separate enclosure alongside the K2 itself, but that separation cannot be too far because of the signaling required between the KPA100 and the K2.
